My Rooster has just been attacked by a dog about an hour ago. Right now he isn’t conscious and is shaking. I have him under a heat lamp to keep him warm and his breathing is short little gasps. What do I do?

Not an expert but I think you're doing all you can. Do you see any visible bleeding/wounds?
Here’s some pictures from what I can see. I don’t want to move him around too much.

If actively bleeding I would very quickly try to stop the bleeding using cornstarch / flour/ baby powder.

He is 100% in shock, there may be internal bleeding that we don't know about, and so far it seems you are doing all you can. Make sure that you are not heating him up too much cuz you may accidentally cook him since he cannot move

I think all the bleeding that was happening stopped already. It looks like he has a couple of chunks of stuff in his mouth though. Should I remove them so he can breathe a bit better? I moved the heat lamp higher so it wouldn’t be as warm aswell.

I also found a wound
I am not going to beat around the bush, that looks like a DEEP wound. I've had chickens recover from large chunks of flesh being ripped off, but once you have a puncture, you don't know what it hit.

I am sending good vibes your way, but it isn't looking good.

Try to just sit next to him and speak softly, try not to touch him much because he is in a lot of pain. Try to see if he will drink or eat, but if he is not moving then he may be spiralling..

I am so sorry you are having to go through this, its every chicken's owner worse nightmare

Does it help to know where the puncture is? If so it at the top of his tail, and about an inch or so away from the spine.

Thank you for your help and I will try to keep everyone updated on his condition.
 
You're doing great so far; quiet dark warm room
Have you done anything to clean out the wound? Peroxide would be good for the initial cleaning but not later. Do you have Vetricyn? I use if for "everything" keep the wound clean & you could apply some Triple Antibiotic or Neosporin without the pain relief. Good that you raised the heat lamp, needs to be warm not hot ... Put your hand between, close to your Roo to check temp.
