How do I cut a roosters spur?

My rooster has very LONG spurs. The one half of it fell off I know that’s normal. But the other one is still going strong. He never bothered him until tonight when I noticed the sour getting in the way of him sitting on the roost. When he is trying to sit he leans towards the shorter one more because the longer one hits the roost before his foot. It’s getting in the way. How can I safely cut his spur and possible file it down has well if that’s an option. Maybe also cut his long toe nails in the process.

Can I also use dog cutters on his toe nails?
I've used dog toe nail Clippers on chicken and duck nails and it works fine. Just like with the spurs though they have a quick in their toe nails to so make sure your watching out for that, it's probably best to have some flour or corns starch or even styptic powder ready when trimming their nails in case you cut the quick.
 
I have done it with dog nail clippers and a file. I had a styptic pencil to hand and did it at night when it was easy to pick him up - I used a head torch, had someone else hold him and shone another torch through spurs and nails to help me see where the quick ended. Was difficult as the spurs were so thick but I just nipped off little by little and filed them smooth and that worked great.
