If I want to grow bananas at home, is there a universal technique to follow because all the youtube videos have different ways of approaching it? Can I regrow a regular banana sold at Safeway or do I need to use a seeded banana because the ones sold at stores are seedless?

Badly. I've always raised them from started plants, then transplanted volunteers to expand the grove. And I've done best with the short fat varieties, not the traditional cavendish. Where are you in the world, they are NOT cold hardy.

I'm in the San Francisco Bay Area. I successfully regrew a pineapple crown from a store bought pineapple and I keep it indoors.

If it is possible to grow a banana I plan to keep it indoors with a full spectrum grow light made for plants.

We do the same with Pineapples, only without the grow lights. Our grow lights are devoted to my wife's orchids. I've never successfully grown a banana from a store-bought fruit. and while I've read it is possible, the veracity of the sites claiming that to be true is doubtful. Virtually all agree that the typical supermarket bananas are Cavendish varieties - seedless and infertile.

You'll want to look for a dwarf variety if you want to try growing it indoors. Keep in mind even the dwarf ones can grow 15 ft. You can order started plants online. I got mine from Fast Growing Trees. Mine is in my greenhouse.
