how high should the run fence be?

Thanks for your reply. I’m looking to keep snow out of the kennel.
HC(1/2" mesh) will not keep all the snow out, just the light dry stuff, you'll want a solid roof for that. And a way to clear the snow if it gets too deep for the strength of the PVC arches.
 
The PVC poles were attached to the top rail of the kennel with these:

You find them in the chain link fencing section at the local Lowes/Home Depot, etc. (where ever chain link fencing parts are sold). Each one runs under $1.50. Make sure the bolts that come with them are long enough to fit the nut that also comes with. Ours weren't so we purchased 2 inch long carriage bolts.

Is that 3/4" PVC or 1"?
 
That is a pretty cool idea. I would worry about snow/ice load on it in the winter. Our run is 8x30 and 6 feet high. We installed cross beams from pillar to pillar. We draped deer netting for the roof and attached it to the sides with wire ties. It does get loaded with sticky heavy snows and ice. If it gets real bad I have to go in and knock the snow/ice down.
Agreed. The pvc won't hold the snow at all.
Im doing wood 2x4 mounted on the top of the top of the kennel on each side.
One side will have a 12" space between the one on the bar and the top most one so I have a gradient. 2x4 then attached to the top in a truss like fashion to hold the polycarbonate corregated roof panels to keep snow and water out of 1/2 of the run. I'll be adding smaller pieces of poly on the lifted end since that's were 95% of the wind comes from
