How to control temperatures for future aviary?

I live in North-central texas, which is about 105 degrees in the summer and usually 40-60 degrees in winter. (fahrenheit) This is a huge problem because I am planning on building aviaries for macaws, african greys, cockatoos, amazons, parakeets, cockatiels, conures, and doves. I don't know what to do about it- AC and Heating units aren't available options at the moment- Would a uv cover on one side of the aviaries work with ice in bird baths and misters around the edges during summer? And what about an area with 3 walls attached to the ends of the aviaries with insulation and a portable heater? I don't want to run my electricity bill up- but I don't have any other ideas. Suggestions?
 
We have an aviary for two blue and gold macaws. We purchased UV-resistant tarps like those sold for greenhouses to go around most of it.

We live in Wisconsin, so even in the summer, it can get down in the low 60s at night. We've never left them out overnight. It's mostly to keep them from getting the sun when it hits, and also to limit what they can see. One side is a bank with a creek below, and I don't want them to see that, thinking it might scare them. They get to watch the chickens instead, which is great entertainment!

Mine wouldn't like the misters on them, but that might work to cool down an area of it. If it was too hot for them, they'd be smart enough to stand over on that side.
