Sunnychooks gave good advice! Housebreaking problems are first and foremost management problems. Dogs develop substrate preferences as early as 3 weeks old. That's why I'd much rather housebreak a previously "outside" dog than a puppy that was born in a cage. She just can't find the substrate she's used to and is confused!
To troubleshoot this problem in specific:
Put her on a schedule and supervise. If you expect her to need to poop, take her outside, give her a reasonable amount of time to accomplish this, if she does... great! praise and reinforce with food. If she does not go within 10-15 minutes, take her back inside and crate/confine her. Take her back out in 10-20 minutes and give her another reasonable amount of time. Rinse and repeat as necessary.
