Is chili a soup, stew, or neither?

What exactly is chili? I can say without a doubt that it's definitely  not a soup.

Chilli also isn't a meat and veg in broth, so I wouldn't call it stew.
You wouldn't pour chicken noodle soup or roast and potatoes on top of your hot dog or chips.
