Pullet, based on comb and wattles. My buff Orpington roo had a ten gallon comb by that age! And much larger wattles. She does have some lovely tail feathers which I could see why you may have been a bit suspicious!

100% a Cockerel. He's got Saddles, & Hackles.
Just a late bloomer.
