Yep, looks like a hard molt to me. Take care when handling her, as it can be painful or break pin feathers. A high protein treat (eggs or meat) might be nice to help her with the molt.

You may wind up "inheriting" the roo, it's pretty involved and can be expensive to import animal/birds into Hawaii. Unless the owner is really attached to the rooster, I would be surprised if they did all the permits, etc to bring him over. They are really strict about letting in any animal or vegetation, we spent about $500 in fees and lab tests to get our dog cleared so she could move over with us, that was 10 years ago. Now we're back in S. Florida.....
