Is my home-made laying hen food recipe balanced properly?

I have laying hens (no roos) and I make home-made food, I'm wondering if it meets all their nutritional needs?

NOTE: They have constant access to oyster shells for calcium, I just don't mix it in their food. Also, could I feed this to my pullets? They are 2ish weeks old right now.

RECIPE: (17.8% protein I think)
  • 20 lbs Whole Oats
  • 20 lbs Black Oil Sunflower Seeds
  • 10 lbs Flax Seeds
  • 10 lbs Split Peas
  • 5 lbs Sesame Seeds
Edit: Here is a picture of the food:
