Is this a tailless roo?

I ordered SDL Barnevelders from a local breeder but wound up with a few hybrids mixed in (believed to be Wyandotte X Barnevelder).

One of the hybrids, labelled "B" in these pictures, I am sure is a rooster- hes got the complete look and crows...
The other, labelled "A", has similar back cape feathers, but does not have the upright tail feathers. I've always assumed "A" is also a cockerel, but now I'm questioning that. "A" does not crow and appears to only ever assert hierarchy over pullets.

Everyone in these pictures just made 5 months old. Nobody is laying yet, but also not expecting eggs until month 6 for Barnies.

What do you think? Is "A" a tailless roo? a pullet with a cape?

They are both cockerels, maybe he's just a bit slow to grow it in?
I can also see at least two other roosters in the pics.

With that determination, there are 7 cockerels and 5 pullets total in there right now (600 sq ft.). They all grew up together and are getting along, for now. I'm planning to pick the best two Barnevelders and then process the other 5 roos at 6 months.

And that sounds like a good plan. They are all very beautiful, by the way.
