Is this a welsummer? And if it is.. is it a pullet?

The chick has sexlinked barring, single comb and white skin (pink legs rather than yellow). If it is a purebred, that eliminates many breeds. I agree that it is not a Welsummer, including Welbars (Welsummer with sex-linked barring to make it truly autosexing).
It is difficult for even an experienced breeder to ID chicks that are not from their lines. Post more pics in 3 months and you will get some better suggestions.
Where did you get the chick? I have not owned this breed. I don't think welsummers have barring. Is it possible a welbar?
@dheltzel chick sells welbars? Maybe he knows.
 
Hi all, I have some updated photos of this chick, 4 weeks later. I'm guessing it's around 5 weeks old now. I think it's looking like a silver laced Barnevelder, or Barnevelder cross? Can anyone confirm? And is it possible to tell the gender? Thanks so much!

Since you're in Australia, there may be breeds and/or breed standards I am unaware of. All I can say is that silver double laced Barnevelder is the closest match for a pure breed based on my experience in the United States.
