This chick started hatching last night and it is still peeping but it almost looks like everything around it is getting hard and it hasn’t changed since this morning.

So it is definitely dried out around it and it’s acting like it’s stuck.

I know it;s not recommended but if it was mine I would probably try to remove part of the shell and see if it is stuck. It's important for the chick to push out of the shell to help its legs so just remove enough shell to give it a chance. :old
It’s definitely very hard and dry all around it but it’s still peeping and trying to wiggle but it can’t.

I usually try to keep the humidity around 65 to 70 for the hatch. it's possible the membrane has shrunk around the chick so it can't turn to break the shell. If this is the case then it can't hatch by itself. Just don't let the chick get chilled while it is out of the incubator.
A warm wet wash cloth around it may help while you are working on it.
