Is this Icelandic chicken a rooster

Hi,I have an Icelandic chicken that I hatched out in the spring that looks a lot like a rooster but definitely does not act like one. I have never seen him crow or act like a boss. Does anyone have an idea? He is about 4 months.

Thank you, yea I thought so, although I have never Hurd him crow or seen him act like a rooster while my other roosters are constantly crowing

If you have other roosters he might just be submissive. They often won't crow or fight, at least not until they're big enough to challenge the others.
