Japanese Bantam External Pip

One of my Japanese bantam eggs externally pipped early this morning. This is day 21, no further progress after about 12 hours. When should I assist? Wait for 24.hours? I heard Japanese bantams can have a hard time hatching because of their short legs and often die after they pip because of this. Does anyone have experience with hatching Japanese bantams? This is my first time hatching this breed.

24 hour is the correct wait time. Did the chick end up hatching ok?

Yes, the chick ended up hatching ok, but I had to help him out quite a bit. The inner membrane was wrapped tightly around it. I believe it was shrink wrapped, had to peel it away.
