Know any good free websites that let you make a garden layout?

I wish I did...I always hit a pay wall on websites and apps. You could try "floor plan creator" - it has generic tree, bush, etc you can add. You could adjust size (even height) and add text labels for different plants. But it wouldn't give you the real feel of the "look" if you tried to use it for a flower border or something, since it doesn't have specific varieties. It's made for house plans, so using for gardening would be a stretch.

I tend to find existing plans I like and borrow ideas from them. 🤷‍♀️
 
I use Excel. I color code and label everything. Each cell equates to a 1ftx1ft area of the garden. I map out beds, pathways, mounds and hills as well as plant placement in all those features. It's easy to edit and modify. I can print it if I want. And it's free since I already of MS Excel. It's hard to share as a picture here, but here's a snip of my 2021 garden design:

Great recommendation, I would use this also.
Or even graph paper/sketch paper if you enjoying drawing.
 
I use a 25 cent pencil and a piece of paper. They have allowed me to create custom designs for over 60 years, when I first became the family gardener, to a landscape career, till now. But now days, I mostly just make list of seeds/plants/tools/supplies. Garden planners are offered by seed companies, like Territorial Seeds or Johnnies Seeds, for the people who need help. Enjoy your garden! Living is better with a garden in your life.
 
Websites? Sadly no. I looked around a good bit hoping for some sort of easy drag and drop option, but no luck. Not even an app somewhere. So now I use what I have. I have MS Paint on my rig, DH has photoshop on his, and I have graph paper, a straight edge, and a pen or pencil. It works all right.

You posted about this in a different garden forum, and so I used Google sheets to do the same! It's really helpful!
