Looking for pigeons

Hello! I’m looking for some pigeons for 2 of my little sister’s aviary! They are 9 and 4. We are looking to get some fantails or any fancy breed! Even mixed breed pigeons would be great! We aren’t looking to spend a lot of money on birds and or shipping as we got scammed $97 from trying to buy from another person a couple weeks ago. So we would like to keep it cheap this time for the money we have already lost and we would like to have a secure money transfer this time also. Preferably PayPal. We are in Maine so I don’t know what shipping will be...but to whom it may concern I am 20 and will be helping the 2 of my younger sisters take care of these birds on our farm. Look on Craig's list, and try to get some locally where you drive and pick them up. It is way better to drive an hour, and get the pigeons yourself, than having shipped. Not to mention,,,,,,,,,,,,,, shipping live birds is PRICEY. You also see what you are getting. I can direct you to sites that sell pigeons, but with shipping, you are looking to over $100 per bird.
When I go on my local Craig's List, I find plenty available within my area. I'm also in a more densely populated metro are.
Since your pigeons may be confined to a cage/aviary, and I am not sure how that one is,(size) can I also suggest,,,,, you consider DOVES, (white mourning doves are very pretty, and make great pets. Do well in confinement.
