Lost power for unknown amount of time about 12-15 hours into incubation

The power strip the incubator was plugged into lost power for up to 9 hours after the eggs were in there for 12 hours already; the incubator has been running on that strip for about 3 weeks already and it happened while I was asleep so I wasn't expecting this at all and don't know how long it was for. I know that it got down to 14 degrees Celsius. I also had a couple button quail chicks in the brooder that was hooked up to that power strip too. One chick that was already weak did not make it and the other chick once warmed up looks like it will be alright. Do you guys think my eggs have a decent chance at survival? They are shipped coturnix eggs so I wasn't expecting a fantastic hatch rate anyways because of the shipping, so do you think this will bring it ridiculously low? And for the lone chick, I was thinking of brooding him in a clear container with my adult button quail to keep him from getting desperately lonely. What do you guys think?
 
Thank you! So glad there's still hope for the eggs lol. And I ended up warming the chick in my hands until the brooder heated up again, thank you for the hairdryer tip!
