Missing rear feathers

I have a 8 month old chicken who’s at the lowest of the pecking order. I’ve caught her pecking my other chickens feathers to the point where their skin is exposed. I have 3 chickens that look like this. I have increased their protein in their feed to 19%. Will I have to wait until their molt for them to grow back or will they grow back before? Is there anything I can do to keep this area warm during the winter?

The broken feathers won't grow back until molt. Any that have been pulled out will probably grow back unless they are pulled out a second time. Then they probably won't grow in until molt.

Feather picking, I've found after having this issue in my flock for sixteen years, is rarely a dietary issue. Rather, it's a brain disorder, a compulsion of the individual. I've found there is no cure, but pinless peepers can sometimes slow it down.
