At this point, I'd leave her separated out, especially if she's declining. She very likely will be picked at now.

I wouldn’t say she’s declining—just not improving.
When was her last egg?
Her last egg was more than a week ago.
Can you please post a photo of all of her?

Have you addressed/treated the wound under her vent?
I have cleaned it and applied Vetericyn.
I'd work on hydration, encourage her to eat her normal feed. Check for lice/mites, make sure her crop is emptying and treat her wounds.

Vet checked for lice/mites and didn’t find any. He did give her a vitamin injection and I am currently waiting for a call back from him. I also gave her Nutridrench to hopefully perk her up.

I will keep her separated for the time being and I will feed her starter mash for now.

You may want to check into pinless peepers which can be put on the bully to make it hard to aim. A common cause of feather picking is too low of protein, below 16-20% in the feed, too little room or boredom from not getting outside to roam around in the yard, too much light inside the coop and around nests, or not enough nest boxes.
