I honestly have no idea!
I don't think there is much mutation breeding going on in the UK and the seller on Ebay had good reviews. I just thought he's in the process of another teenage molt or something.
There are loads of new feathers coming trough on his neck and scalp, maybe they will give some answers.
At the moment he sort of looks like Trump! The horror!
