Neighbor using strobe lights at coop at 5 every morning... remodel fix ideas?

In addition to what has already been suggested, have a camera pointed at your coop - NOT your neighbor - and have it record when he flashes your coop for additional evidence. I would also still bring this up to the police so they have his bad behavior on file
I will do that. That is a wonderful idea I hadn't even thought of. Appreciate it!

I would also preemptive talk to your other neighbors to get them on your side. Bringing some lovely free eggs usually helps!

I can’t quite visualize your set up but I like the idea of a fence and then you can hang a huge mirror on the outside of the fence facing him.
You can get acrylic mirrors quite cheaply.

We have a coop and run combo and some very lovely hens and one adorable rooster that are great. We have had them for 3 years now and they are wonderful! We keep them very clean and happy. We have a neighbor that does not want us to have a rooster so he shines a light at our coop every morning between 4:30am and 5:30am to get him to crow in the coop to bother the other neighbors. We are currently going through the court systems so yes he may have some bigger issues.

Here is what I am asking for help with. We built the coop so that the ventilation is the top few inches at the very top of the walls underneath the roof. It would be one thing if it were just a light that was on but he manually flashes a spotlight on and off of the coop every morning. (he can hit three of the four sides with his lights) Sometimes he does it on and off for several hours and he also plays gun shots and acoustic beats, etc from speakers to wake him and get him to crow as well.

While we are waiting for the court system to do it's thing we are trying to come up with a solution to block the light from coming in the coop while keeping the ventilation good for the chickens and keeping the other neighbors happy. (it's not good having a rooster crowing at 4:30 in the dark regardless of the reason, for the neighbors or the chickens). I thought about closing in all but one side of the coop and putting a whirly bird on top of the coop but I'm afraid a light shined on that will also reflect down into the coop. I've considered putting foil on the roof inside between the rafters and tacking it down on the sides but I worry about ventilation and I still believe some light will seep in. I've also considered putting a fan in the top of the coop to help with the noise. I tried a noise maker and put foil on the door but it doesn't help when the light is flashed on the coop ceiling from outside or when his loud speakers are played. I'm considering Rockwool insulation to the ceiling but worry about ventilation. The coop is 10 x 14 and the run is 14 x 30. I'm considering 4 large posts and a reflective tarp at this point but that would be rather expensive. I am an older lady so I want to do it once and I really want my chickens to be safe. Any suggestions?
Man, this guy is a few (kanga)roos loose in the top paddock!

Please keep a written diary of all events and interactions, if you aren't already. What a menace to your peace & quiet. All the best.

Perhaps it’s time for a neighbour cull lol :gig
All jokes aside, is there a noise ordinance? You can always report him. If you get caught, at least you’re taking him down with yo

There is a noise ordinance and we are allowed to have roosters where I live. We do report him and they are working on it. In the mean time we are trying to protect the rooster and the hens from the craziness and not wake our neighbors or chickens so early. I do worry if we make it so he cannot make him crow he'll start on something else. It's crazy, for sure.

Call the authorites every single day. There is a quote: If you think you are too small to effect change, you have never been in bed with a mosquito.

Be that mozzie in the ear of authorities or they just won't act. Failing that, I would be getting a solictor and have them draft a cease & desist letter, or face the consequences of court action for mental health harm.

Are strobe lights dangerous?

...We built the coop so that the ventilation is the top few inches at the very top of the walls underneath the roof. ...
Furnace filter fabric would block some light without blocking all the airflow.

That would work without the whirly bird on top if you can open enough of the open side - basically take off the wall. It becomes a three-sided shed. It is called a Woods' Coop because Price T Woods spread the plan in the 1920's in the poultry news journal he edited and in books he wrote.

It works best if the open side is to the south but any direction will work.

Pool noodles are a quick, easy, cheap way to block light coming in the eave openings of the three closed sides. That would make it easy to open them if you wanted to return the coop to the current design.
.. when the light is flashed on the coop ceiling from outside
Painting the ceiling a dark color would help a little especially if you can add texture too.
or when his loud speakers are played. I'm considering Rockwool insulation to the ceiling
I tried putting rockwool insulation in a well house ceiling. It was truely awful to work with - heavy, itchy (and I'm quite sure it is important to not get it on your skin or in your lungs), falls apart easily.

Other suggestions...
If you build baffles, angle them rather than put them parallel or perpendicular to your coop. That will help deflect the sound waves. Maybe deflect them up.

If you build baffles, you can gain a little more sound resistance by off setting the supports and fasteners. I don't remember what doing that is called but if you look up sound proofing in drywall for bedroom walls it should come up.
