Neighbor using strobe lights at coop at 5 every morning... remodel fix ideas?

Furnace filter fabric would block some light without blocking all the airflow.

That would work without the whirly bird on top if you can open enough of the open side - basically take off the wall. It becomes a three-sided shed. It is called a Woods' Coop because Price T Woods spread the plan in the 1920's in the poultry news journal he edited and in books he wrote.

It works best if the open side is to the south but any direction will work.

Pool noodles are a quick, easy, cheap way to block light coming in the eave openings of the three closed sides. That would make it easy to open them if you wanted to return the coop to the current design.

Painting the ceiling a dark color would help a little especially if you can add texture too.

I tried putting rockwool insulation in a well house ceiling. It was truely awful to work with - heavy, itchy (and I'm quite sure it is important to not get it on your skin or in your lungs), falls apart easily.

Other suggestions...
If you build baffles, angle them rather than put them parallel or perpendicular to your coop. That will help deflect the sound waves. Maybe deflect them up.

If you build baffles, you can gain a little more sound resistance by off setting the supports and fasteners. I don't remember what doing that is called but if you look up sound proofing in drywall for bedroom walls it should come up.
Call the authorites every single day. There is a quote: If you think you are too small to effect change, you have never been in bed with a mosquito.

Be that mozzie in the ear of authorities or they just won't act. Failing that, I would be getting a solictor and have them draft a cease & desist letter, or face the consequences of court action for mental health harm.

Are strobe lights dangerous?
Thank you so much. I will check out the three sided coop plan. Pool noodles are a brilliant idea. That I can do quickly. I will look up the baffle noise proofing as well. I really appreciate it.

We have done that and it is now in the court system. We are continuing to document everything! Thank you!

Yep. I would be calling the cops each and every morning to 'have a chat' about their lack of action of keeping the pea

It sounds like the police are actively working on it so I would not call them every day.

Document every day, yes. With video of the shed, yes. Call for updates or to add the documentation periodically but not too often, yes.
This is where we are at and this is what we are doing. Exactly.

What a nut job! What is the point of getting up at 430 to make a rooster crow early? My rooster crows several times a day.

I like the idea of a roll up tarp and also the reflective surface.

The other neighbors must hate the loud music and other noises too.

Funny story. For about a year there was a lot of gunfire at 9:55 every night from the country road behind me. One of the residents was mad that their neighbor was target shooting on their farm. They called the police several times and were told the neighbor was well within their rights to do that until 10pm.

So in retaliation the target shooters were firing off shotguns just before 10pm every night. LOL

First and foremost - I've read O.P. and most replies - sorry to hear you're having to go through this situation. So you are now spending your time and money in attempt to correct someone else's bad behavior. Obviously not knowing all the facts here, I do mean to alarm you. As you well know you are not dealing with a stable, sound minded individual. Any ongoing escalating negative situation has little probability of ending peacefully moving through the court system. And now that the law is involved that adds a whole other dynamic to the situation. He may at some time decide that you are now personally attacking him for no good reason at all. He is obviously not deterred by law enforcement so you should take that deadly seriously. His efforts at getting YOU to OBEY HIM are not working as he had planned so he may decide to up his game and change targets/tactics. I'd do everything I could to ascertain if Jack Ass has access to firearms. If so, at even the slightest hint of a personal threat (and I believe you are already there), I'd immediately relay my personal safety concerns to local PD and the County Sheriff's Office. It's now not about noise/harassment complaint, it's about you and your loved ones personal safety. They are called Red Flag Laws in our state which means authorities can at least temporarily remove those from the situation at a minimum until the situation can be resolved. This is something not to be taken lightly. Think about it for a moment - he is acting abnormally at a time when most people are sleeping and is not the least bit deterred by law enforcement and court system. My head would be on a swivel when outdoors.
Another option could be find out if he actually owns his home or is renting. If he's renting that could open up some positive possibilities.
Here's how I'd handle the situation your experiencing - if the lights and sounds are not harming my rooster, other then him crowing early, and the hens are still laying as usual, I would not spend one dime on attempting to negate this awipes behavior. I would go to all my surrounding neighbors and fill them in on the situation with the Jack Ass's behavior from across the street. Some will probably react positively to being informed and some not so much and some might be unaware my rooster was up early, but I would not know until I asked. Some may have already been BULLIED by this guy. And who knows you may find an ally or at least how that situation resolved itself. Based on what conversations I had with my other neighbors I could a) just let my rooster crow regardless of Jack Ass's behavior. b) And if my guy's predawn crowing was bother other neighbors who really didn't want say anything, I'd probably setup a spot for him in my garage to sleep at night then put him out with the girls in the AM. That way I wouldn't be spending money. And then when I would see this person I'd definitely not say a word, just smile and wave. It's like pouring boiling oil on their heads.

How is torturing one's neighbors amusing?
