for the 1st 10 days I keep the chicks inside my house in a brooder box so I can monitor their temps the first week is most critical in keeping them between 90-100 degrees, before putting them outside in a brooder box, wrapped during cold weather with 2 brooder lights in case one fails
 
Maybe put something underneath the brooder to insulate it from the floor. Otherwise something might be wrong with the bulb.
