Pheasant Permits??

I have a question regarding pheasants, (their bones actually) I sell oddities in my store in KY and had a guy come in with pheasant skulls and eggs. I told him those were a hard pass for us and questioned how he even obtained them. He said he found them on his family's property.
That is illegal, correct? They were not hunted, no tag attached and not mounted.

Depends on what state, all states have different rules, it's best to check with whichever the Department of Fish and Game or Natural Resources or Wildlife, or whatever it's called in the state in question.
