Are you sure it is not an injury? As in sticking her head through a fence and catching it on the way back?

Positive. No fence for her to get caught and it started small and got progressively worse

Try cutting a baby sock's toe off, and put it around her neck. It will take a long time for the feathers to come back, probably not before fall, but could break the habit. Or, could get hung up on something you are not seeing.
