Why does my polish chicken always have his head down when he walks and walks sideways and won't fly to roost like the other chick's do

Welcome to BYC. It looks like it is suffering from wry neck (torticolis) a condition caused by vitamin E or B1 thiamine deficiency or a head injury. Polish chickens can attract pecking of head feathers, and that can lead to head injury. Treatment can be treating with human vitamin E 400 IU soft gels, human super b complex 1/4 tablet daily, and giving a small amount of cooked egg yolk daily. You may need to hand feed the chicken some watery egg mushy wet chicken feed, 2-3 times a day if she cannot eat.
 
She can eat I put 1tsp of sugar in her water to see of that helps any..she was a 4H chicken so she was that way when we got her

He's seems to be holding his head up now and doing better since I've been giving him nutri-drench

How do I do this ?
Using a pair of scissors.

Bundled up in a towel with just the head sticking out, wrap one hand around the neck right underneath the head so the head movements will be restricted.
Then hold the scissors tips pointing upwards and carefully trim the feathers until the bonnet looks more like a mohawk.
