I may say that it's formulated for quail, but from what I can read, the nutrition is not sufficient for adult quail, much less chicks. Her symptoms do sound like a head injury, but her diet is not helping. Here is an article that will tell you what you should be looking for in feed for your quail.
18.5% protein is not adequate for quail. This feed is also high in calcium, low in Methionine and Lysine. For the video, it appears to have a balance issue, most likely brought on by poor nutrition or a head injury. That feed probably doesn't have the required amino acids and essential minerals, vitamins for proper quail nutrition.
