Quail: lump on head

One of my quails (he is particularly precious to me) has slowly developed a lump on his head over the past 6 months. It started off as a small raised area of keratosis which occasionally would fall off before growing again. My vet has unfortunately only given me one option, but for now he doesn't appear in any pain, still enjoys special treats & loves the company of the ladies. I'm just curious if anyone has seen something like this before. (Will try to load photos shortly). Thanks in advance for your thoughts.
 
Rule outs for chronic (months old) mass: tumor (benign or cancer), abscess, chronic irritation (non healing wound due to repeated trauma, continuous pecking), a cyst (fluid filled tumor or mass, again can be cancer or benign), fungal infection, congenital defect (present since hatch). If it was cancer, I’d assume he’d be dead by now. Abscess, fungal infection, and non healing wounds can be treated medically (lancing, medication, separation until healed). Benign tumors or cysts can be removed surgically (if you want to do surgery on a quail!) but if the bird is eating/active and the pen mates aren’t bothering it, benign neglect is also an option.
 
The white patch on the side of Vlad's "horn" is a surgical patch where it kept bleeding. Keep it covered now to stop him catching it on stuff.

Keratosis horn?

I've not seen anything like that in my Quail.

I'm not sure what can be done about that. The vet doesn't think it can be removed or at least reduced in size?
