In simple terms, it is sliding down a rope.

One can use your feet to push off from the face of the surface you are lowering down on. Then again, one can also repel down a rope from a helicopter for instance, where there is no surface to push off of.

What is rappelling?
Controlled falling down the side of an obstacle, with a hand brake in an awkward location. It's used both as a technical skill (search and rescue teams and military units for example) as well as a hobby/sport. Lots of fun going down. Lots of work getting back up. :)
