Plates work by direct contact (and thus need to be set at a height where the chicks can touch it), not by heating the area around it, so if it feels burning hot to you, yes it will burn the chicks as well.

That might work...it had crossed my mind...if you can wrap it tight as a barrier between chick and plate surface.wrapping it with something cloth
