I'd say that's just how his comb is. Do you have anymore pictures of it at different angles? This isn’t a single comb, but it looks like one of those combs that are like a cross of a single and some other kind. I had a hen (which hen combs are more floppy), and she had a very similar comb and it was flopping.

Grab him, take him outside where you have good sunlight, look right above his vent for a schrader valve just like on your car tires. Don't over inflate. Use a bicycle pump, not an air compressor. Don't try to orally inflate if there isn't a schrader valve, despite its name the vent isn't actually connected to the air pressure system on a rooster.
If he doesn't have a schrader valve, just tuck him under your arm and give him a few pumps until his comb is standing up to your liking.
