Rust removal?

A wire brush would work, but it's going to be a lot of work. They make a liquid that gets painted directly over rust and supposedly stops the process. You can then paint over top of the rust.
I have tried the brush. It was the death of me. Lol. I really wanted to just go berate the people that let these nice big cages sit out and ruin. At least there weren't chickens in them, though! Apparently they never got chickens for the cages. 🙄 My brother has some idiotic friends, these were some of them.
 
I don't know maybe Dry Lock or put a sealer over it.
I didn't even want these dumb things but my brother and father (living at home because of Covid is GRAND) think they're perfect and refused to believe rust is bad for ducks or birds in general. I tried explaining that they're ducks, not goats, (I think rust is probably bad for goats, too) but they're honestly just two obnoxious humans.
 
There is a product called Ospho that will stabiize the rust and turns it from brown to grey/black. It is not paint and needs to be rinsed off after treatment. The active ingredient is phosphoric acid, the same as naval jelly.

Poop will accelerate the rusting process a lot. But, dust is not toxic and will not hurt the birds. I'd be inclined to just ignore it.

Painting wire mesh is not a fun project. A brush will leave areas that do not get covered. Most of the paint from a spray can will be wasted.

You could put up some barriers instead. I personally hate rust. I've gotten into too many times with old fences. But I've got my shots now...
