Looks like a Pullet with some kind of tail shredder thing going on like you usually see in lavenders. Not seeing cockerel though but still not 100% convinced either

Agreed, I'm leaning towards pullet as the comb and wattles should be much more developed in a cockerel that age; however, it is possible I'm wrong.

I am not experienced enough but it looks just like our Easter Egger and we found out a week ago what we thought was a she is a he. HE started crowing one morning had my dogs going nuts wondering what the noise was ..
it has very pretty feathers. Good luck
