Should there be some kind of oversight required?

It's a hard one for me to ask because I feel like we should be more free but after earlier I've been wondering. We were in town picking up a few things and I caught an exchange with someone in a full on B* fit over dead chicks that were garage kept with no brooder setup so they died overnight. We dropped from upper 60s to 30 with a dusting of snow this am. But they were saying they don't need all that 'fancy crap' the employee tried to "Push" on them. Literally a beginner kit with feeder/waterer and light.

We'd heard this said before when we were in the holding pattern trying to get there in time before a sell out.. where people are just buying chicks and nothing else and don't have a current flock and/or never had chickens ever so they're not prepared at all. So, again, it does make me wonder. It used to be the "don't buy chicks and bunnies for Easter" and now it's people that know less than zero just grabbing up available chicks because free eggs. Should there be some kind of oversight? Nothing insane but just to make sure basics are being covered and people actually know what they're getting into?

Man, people are stupid. That makes me angry and sad. That poor employee must have felt so bad letting them leave without a proper brooder.

They said it's common right now and they're all unhappy with it. They can't force people and I don't want to think about how many chicks are dying because of this.

You can do everything perfect and have loss.. It's part of raising animals but stuff like this doesn't have to happen.

Just heartbreaking! My inner b*atch would have most assuredly kicked in and I would have said something. Well, a lot of things.

You can't fix stupid. Smart people when getting into a new venture will research and seek out people who do and have success.

Sad thing is they might be gun shy giving the next customer insight and advice.

What sort of oversight might that be?

Info only?
The people were given the needed information. Trying to ensure they are hearing the advice - sign a paper, maybe... expensive to enforce given how effective it might be (how many read what they sign in any other context?). Require everyone to watch a video first? Is that really doable?

Proof of using the information?
Problematic because there is more than one way to do things well. Heat, for example. Not many years ago, that would have come in the form of a heat lamp. Now, many use a brooder plate. Wool hens can also work well.

I hope enough people know that the newest of new babies of nearly all species need warmth, that once these people calm a bit, everyone they talk to will tell them how obvious it is.

It's just downright sad, alarming, and cruel, and we all know it, feel powerless, and my heart just breaks for these tiny, innocent creatures who have no way to care for themselves and die horribly due to careless, thoughtless and cruel people.
