Showing in-state in Connecticut

It’s been probably a decade or two since I’ve entered a show :old
It’s coming up on show season here and my son is showing interest in entering some of his ducks. I tried to look into the state testing requirements, I remember the state vet having to take blood, a feather and banding each of my chickens I would want to show, but the only information I could find gives me questions.

I can’t determine if they are saying that I need to have the state vet come out and band/ID his ducks or if they just need to have a form of identification and I can skip the vet visit.
 
I read this as you need to have them tested for Salmonella pullorum with in a year of the show date. Some shows have testers on site.
Contact the show and ask them.
