Sick rooster?

I bought my rooster a year and a half ago so I don’t really know what type he is.
I noticed he was still sick from the storm we had a couple of days ago, so I took him inside and gave him a bit of worms. I realized he got really skinny(I could feel his breast bone) and he would just stand still. I gave him some water with apple cider to see if that would help
His feathers are droopy, his crop feels full/heavy, he won’t sit down, his vent is dirty.
I really don’t know what to get him or how I can prevent it from happening to my other chickens, but I need help

What do you feed?

You mention he was still sick from the storm. What symptoms did he have from the storm?

Re-check his crop first thing in the morning before he's had anything to eat/drink (after a full night's sleep), see if the crop is empty.
If it's not, then diagnose the crop Symptom according to the article linked below.

He won't sit down...where or why is he supposed to sit? While my roosters do lay down and lounge for a short period of time while dust bathing, they rarely sit. They stand and/or patrol the coop/runs, tend to the hens and go to roost at night.

I feed him the yellow bag from tractor supply, the scratch grains

In the morning whenever he would crow, it sounded like he had a dry throat, and he has mucus on his beak

I meant like he’ll sleep standing up, I don’t know if that’s normal but all of my other chickens sit.

He only eats scratch, no poultry feed like Chick Starter or an All flock feed?

He sleeps standing while you have him inside? If he's in the coop with the ladies does he roost with them?

I'd check his crop to see that it's emptying overnight. Feed him a nutritionally balanced poultry feed. Make sure he's got access to grit (Crushed Granite) free choice.
