I'm not sure if I need to be concerned about this. My baby is 1 week old and her poop continues to get stuck on her down (just below her butt). It's very hard and I continue to wipe it off and the next day more is there. I have 4 (2 Reds/2 Isa Browns). This is one of the Isas.

Pasty butt is pretty common in young chicks due to stress. There are many threads here about it.
If you can wipe it off before it dries, that is great! If not, dampen your fingers or a cotton swab until you can get it off without pulling too hard. It might also help to use a cotton swab to rub a little liquid oil in the area (vegetable, olive whatever you have in your cabinet) to keep future poops from sticking. It should slow down/stop as the chick becomes more comfortable with it's new environment.

Are you sure that is the vent opening and not the umbilicus/navel? If it is her vent and you have cleaned it off with warm soapy tissue, put a small dab of vaseline or baby oil on it. A QTip works well.
