Taming a pigeon by petting it constantly?

How do I get my pigeon to be like this one in the video? Will constantly petting it on my lap make it tame?

It's up to the personality of the bird abd a lot of patience. 90% of stuff you see on poultry and pigeons on the medias is very isolated instances or some sort of cute new abuse.
