I will add - I have personally found any & all bedding to get dusty. Some get dusty due to where it comes from (hay & straw baled here in the sandhills of NC are WAY dustier than it was in CO, WY, MT & Canada. Even woodchips here start as dustier than in those states) & how it's handled. All gets dusty as chickens scratch, dust bathe & poop in it. Chickens, even new hatched chicks, have TONS of dander, that gets added to litter as they daily fluff themselves & preen.
For the most part, I agree. I have used straw, hay, dried grass, leaves, sand, wood chips etc... and found them all to be dusty. I switched over to using paper shreds a few years ago and I find them almost dust free. Because of that, I have stuck with paper shreds for just over 2 years now.
Well, other advantages to using paper shreds is that I can make them for free so it's a no cost litter option, they are much lighter in weight than the wood chips I used before, they don't get all smelly like soiled straw or hay, and they compost incredibly fast out in the chicken run.
I don't know if free paper shreds are the best litter option for everyone, probably not, but they have worked out the best for me. But I advocate for using whatever free litter options you can find where you live. If it works good enough for you, and you don't have to pay for the litter, that's a winner in my book.
Of course, no matter what coop litter you have, you still have the chickens producing all that dander. Not much you can do about that as far as I know.
