In this EXTREMELY EXESSIVE North Central Texas heat that has been well over 110° every day for weeks, the fan that I set up to blow through the cooler with holes in it and frozen gel packs was only blowing cool for maybe 30 minutes because even the air and wind is hot!!!

So I opened up Chickenbahn!!! Lol!

They haven't got in the pool yet, but they will eventually and they already love their misters. 😁

Have you tried misting them with the hose? Ours didn't like it (silkies), but I've heard of other kinds that will even come running if the person gets the hose out and starts spraying.

We're under a heat advisory tomorrow up here in Wisconsin. It's supposed to hit near 100 where I am. I'm freezing some 2-liter bottles full of water. I'll sit one in a bucket of water in the shade for them so they don't have to go back to the coop for a drink.

That second pic is them, playing in their misters. They've had those for a while but sometimes they get clogged and I can't trust them to keep misting, so they got a new pool. I tried the frozen bottles and they pecked at them a bit but ignored them after that. That pool stays really cool all day! And they're pretty much in shade most of the worst part of the day. Only early morning sun can come through the trees and then some evening sun. I'm going, today, to get them a cammo cargo net for the west side of the run to mitigate the amount of sun that comes through there. Our neighbors' yard is over there and they don't have trees in the middle of their yard, so that late sun hits them kinda hard.
 
I don't know what your humidity is where you are but if it's below 55% a swamp cooler may help. They're not hard to make with a fan, small water pump that can spray water on fiber or mesh pads. Sounds like that was kind of what you were trying to do with the cooler but instead of blowing air over frozen packs, you draw the air thru continually dampened pads. The lower the humidity the better they work. I had one in my house in NM and it worked great and they're cheap to run but sadly they don't work where I live now.
 
The air is just too hot for that. We don't have electricity out there, either, so I had to string a line out there. The whole thing was just kind of a mess and wasn't working. That's why my babies got a new pool! LOL! I figure that today or tomorrow, they will get in it and stand around instead of drinking out of it. HAHA! They don't trust it yet. And we bought two pools so that one can be cleaned and leaned every night while the other one is filled up (only an inch or two).

The dummies! So I spray ground and today we put a high velocity fan in front of muddy ground they loved it.
I wish you the best a thought came to me maybe throw a cabbage in pool to entice them in it.
Just a thought. I gave mine a wet mash with feed cold water, and chopped cukes. At least they are and got liquid at same time. Tomorrow I might add electrolyte too.

Yeah, I do electrolytes every 3rd day, and their viatmins every 3rd day (different days, though), so they are laying good, stong shelled eggs. They get their ivermectin once a week for parasites and yogurt, mixed with spent coffee grounds and some kind of chopped veggie or fruit in it, a couple times a week. I had thought of putting a plastic bowl with some watermelon in it, in the middle of the pool. LOL
