What’s going on ?

I have two sapphire gem roosters that are both 5 months old but neither are crowing or mating why ?

You have two cockerels, and not very mature cockerels at that.

I've never had a LF cockerel crow before the age of 5 and a half months old; not all cockerels will mature at the same rate, some take much longer to both crow, and start mating.

If you have any other males in or around them, especially older, more mature cockerels or fully mature roosters, then that is another reason as to why they've yet to crow and mate

I have three other ones one is 2 year golden laced Wyandotte one is 1 year black Cochin and the other one is 5 months starlet green egger also but crows and mates
