What breed is my rooster?

My mom gifted me a laying flock and this is my new rooster! What breed is he? or is he a possible mix? I thought Cochin but his feet don’t have feathers so I thought id ask the experts? Thank you!

He's not even red in variety? I highly suggest doing immense research on chicken breeds before replying to many threads. It could confuse the people posting. He looks to be a mixed breed that's black with leakage. He's lacking duckwing which crosses out some partridge breeds.

sorry, this is why i didnt say for sure, hence the question mark, i dont own RIR's, and was guessing based on pics i have seen.

He looks like a mix, and I don't believe there's any Cochin in there.
