Yeah, you have to be careful with figure 8 nosebands. They are often used on horses that try to drop the bit, (spit it out essentially) and since the smaller strap is in front of the bit and preventing the horse from opening it's mouth, it keeps that from happening. Used properly, I personally don't view it as abusive though. (unlike the Muserola noseband)I've also seen a few horses that get sores on their noses from these nosebands that force the mouth of the horse shut.

It could have been that one that injured OPs horse... but I've also seen hackamore nose bands that are solid smooth metal, and a person with harsh hands can rip them up with those too.
It's such a delicate area of thin skin over bone and sensitive nerves right there! I detest those devices.
* Disclaimer: I have used a rope halter with knots at the nose, as well as a spanish jaquima, both are meant to be used softly, with feel. But they aren't made of metal either, so a person has a chance to actually feel what's happening.
