It seems like he's quite scared and i don't think he's been eating much. We have chicken chickens across the yard in there own coop. However, one chicken had it about 3 weeks agoAre there any other symptoms? Sneezing, rattling breath, foul smell, loss of appetite, sleepiness? Do you have chickens as quail are susceptible to infectious coryza which chickens can carry. Or it could.be a respiratory infection. Wild birds can carry diseases as well.
It's half scab half other stuffIf he's in isolation and got twice as bad, even if it was initially from pecking, it seems it might be an infection by now :O
Edit: unless it's scabbed over now?
