Why does my duck have feathers growing out of his feet?

Feathers on the legs are known as 'stubs'. Blue Swedes are known for them to the point that judges will look for them or the tell tale marks left by recent Pulling of the stubs at a show. they are considered a serious defect.

I have Rouen duckling that also has feathers on its feet. I'm not sure if it is a girl or a boy yet, but on both of its feet it has feathers. The feathers are on the outer toe of the feet, and I don't know what it means

I have a 2 day old duckling with downy legs! What on earth! I googled feather legged ducks and found this thread.
