Why have a coop 2 feet off the ground?

Well I can see the need for regulations. Even with dogs there are usually rules, no more that 5 and things like that. People being People, someone would want to keep 50 hens in their house, or build a coop for cheap right on the property line, or the chicken math would get totally out of hand. I understand the 'It is my property I can do what I like', but how would you feel if your neighbors did whatever they wanted also?
Two feet off the ground is my girls spa place.
