I would think that you would use loose-leaf tobacco. Like the kind they sell in bags for pipe smoking.

I will have to keep that in mind, we grow LOTS of tobacco in KY. I can get it fresh off the stock.

the stems are mostly used, real common with pigeon fanciers

I thought tobacco leaves were highly irritating? Especially to the workers who have to pick them in the field? Or maybe low doses are ok then.
