Should I let my chickens free range when it is raining?

Neither you nor your chickens can get sick from being cold or wet. You both could get hypothermia if cold enough for long enough but temperature can not cause illness like a cold or the flu or a chicken disease.

You get sick from exposure to viruses or bacteria, some of which happen to be seasonal, which makes people think they are getting sick from being cold.

No one gets sick from rain and cold. You must get a bug or virus. The other is just an old wives tale.
 
Considering the times I've had to round up escaped hens in rain, I'd say they don't care, just as long as they have somewhere they can get dry if they want, they're fine. The whole rain causes illness thing is just a myth anyways. Plenty of people, myself included go out in cold rainy weather all the time and rarely get sick
