In your post prior to this one you pointed out why I was wrong about the very young cockerel you posted a picture of. That being the case why on earth would you want my opinion about anything else?
Have you actually ever measured a shank? It appears that your "promising cockerel" already has shanks longer than 3/4 inch. That still looks like a white feather [stub] sticking out of his right leg.
The actual name of the variety is Black Tailed White not white blacktails. Beyond that, these are some very long-legged Japs. Essentially if you can see under a Jap the legs are too long.
No serious breeder of Japanese Bantams would use a long legged male for breeding. By serious breeder I mean anyone interested in producing birds capable of winning in competition. Again, most serious breeders look for a leg length of about 3/4 inch in their breeding males.
No, the legs shouldn't be that long. As the birds grow the legs will grow along with the rest of the bird so the ratio of leg to body will stay about the same.

It's a disqualification. Many fairs use "judges" that aren't actually licensed judges. Any real judge that routinely places wry-tailed birds should have his/her license suspended.
If a lot of people have said it they may be right. I can only compare the appearance of your chick to what mine look like at a similar age & yours appears long in the back. One thing I can see with the picture of the chick that's standing is its legs are too long. none of mine with long legs...
Juvenile plumage varies from adult plumage. Colour wise this could be a Black Tailed White Japanese Bantam. Can't tell much about type at this age but it looks a bit long in the back & the tail angle is low for a Jap.
Oh they're the best of all layers. They each lay several jumbo eggs every day like many bantams do. Don't know why more people don't look to bantams to meet their egg laying needs. they lack your insight I suppose.
I asked a long-time Japanese Bantam breeder about this some time ago. He's been an officer in the Jap Club & has written a number of articles about breeding Japanese Bantams. He's also a very well respected Poultry Judge. His answer was that breeding a long legged bird to a short legged bird...
Wow-don't ever remember having been called silly. The white cockerel is a very poor Japanese Bantam. His legs are nuch too long. He has other issues as well but the leg length alone is enough to rule him out as a breeder or show bird.
